Senior Training and Learning Manager

Job Description

This position will serve as a manager within Quality System Pillar having responsibility to lead OSTA's Learning and Human Resource Development dedicated for manufacturing operations, and all personnel who work within the quality management system (QMS). This function establishes the OSTA training strategy, plan of each training and training record management for manufacturing operation and all employees who operate within the quality management system for all OSTA sites. The person of this position supports other training managers to establish the OCA regional rule from the viewpoint of all manufacturing and quality-related training. This position will coordinate the training for on-boarding OSTA members, additional training for transferred member to OSTA manufacturing and quality related processes and functions. This position will approve the training plan of all of OSTA manufacturing staff prepared by their direct managers, as well as support training assessments for all quality management system documents to drive a consistently applied QMS training strategy. Collaborating with other functions related to manufacturing, quality, research and development, regulatory, and other functions as required within the QMS this position sets the training program for introducing new products/processes, and/or for encouraging quality mind set, etc. Collaborating with the other training managers, this position leads the training for the implementation of change orders related to the manufacturing processes. This position maintains the paper training records of on-site manufacturing training for all OSTA facilities as well as partners with the training LMS team to ensure adequate record retention and documentation for employees who operate within the OSTA QMS.

Job Duties

* Provide and develop training and consultation in support of company learning goals and strategies.
 

* Provide guidance, expertise and consulting to functional managers in the assessment of training needs, the design of appropriate training and development interventions, and the design of implementation strategies/plans.
 

* Lead cross-functional training project teams in the creation of strategic training initiatives.
 

* Manage, execute and/or oversee the development of training interventions including needs assessment, curriculum/course development, implementation, and measurement of training programs.
 

* Manage and supervise the training specialists on the manufacturing floors, assist with projects, competencies and training.
 

* Manage and supervise employees developing, monitoring and implementing QMS training requirements within the OSTA quality system
 

* Utilize cost-effective, consistent and best-practice training methods and ensures compliance with both FDA regulatory and internal OSTA compliance.
 

*  Assessment and evaluation of system integration and multi-site harmonization.
 

*  Actively build collaborative relationships and partnerships with all levels of the organization in the identification and implementation of learning solutions.
 

* Plan and co-facilitates classroom training sessions and learning labs focusing on a wide variety of topics.
 

* Collaborate with department management in the preparation of annual training plans and budgets.
 

*  Develop, enhance and maintain training contacts within industry, professional organizations, educational institutions, training consulting firms.
 

*  Demonstrate a strong commitment and follow-through for all training initiatives in support of site strategic initiatives.
 

*  Drive continuous improvement activities within the application of training development, delivery and content within the OSTA manufacturing and quality training disciplines.
 

* Perform other related duties as assigned.
 

Job Requirements

REQUIRED QUALIFICATIONS:

 

* Bachelor's degree with a major concentration preferably in management, science, adult education or instructional design is required. 
 

* Minimum 8 years of relevant life-sciences industry experience is required.
 

* Minimum 5 years of developing and facilitating live classroom workshops and web-based instruction with intact and cross-functional audiences.
 

* Minimum 4 years of experience with utilizing a Learning Management System.
 

Minimum of 5 years of instructional and curriculum design experience. Instructional design certification preferred.

 

* Must work well under pressure and work flexible hours as required.
 

* Some travel, 10-20% as needed.
 

PREFERRED QUALIFICATIONS:

 

 

* Prior experience leading learning management system integrations and improvements preferred.

 

* Knowledge and experience with developing and leading Lean and/or 6 Sigma training initiatives.

 

* Experience serving as an internal consultant providing support to all levels of the organization (exempt and non-exempt)
 

*  Knowledge of GMPs, and support disciplines and the basic principles of each. Knowledge and understanding of regulatory and technical training requirements and associated processes
 

* Experience supporting the learning and development need of an Operations environment strongly preferred.
 

* Ability to effectively manage multiple, simultaneous activities and establish priorities effectively.
 

* Ability to communicate effectively and confidently, verbally and in writing with people at all levels of the organization, both on-site and remote, and with vendors.
 

* Experience/proficiency with common software packages (e.g. Excel, Word, PowerPoint, Visio,), Learning Management System(s), and web-based instructional development programs.
